The role of Supreme Audit Agency in creating accountability post constitutional amandements. The scope of this research is to examine the role and responsibility of Supreme Audit Agency before and after 1945 constitusional changes and to analyze the barriers in state governance. The methodology section focus on secondary data from past research on the Indonesian constitution, constitutional script in different countries, law 1 year 2004 on treasury. Law 14 year 2004 on Managing Audit of Public Finance, Law 15 year 2006 on Supreme Audit Agency, and various laws and regulations in Indonesia. This disertation also provides a case study on the financial report of the central government FY 2007 and FY 2007 and FY 2006, providingaccountability for state governance. The source of primary data are interviews and quesionnaires sent to 100 respondents on the role of Supreme Audit Agency, namely of the House of Representative (DPR), Senate (DPD), Congress (MPR), Provicial and District Legislative bodies (DPRD), and Constitutional Court (MK). Provincial/district courts, Judicial Commission (KY), entities in the central government (Ministry of Finance, Ministry of Planning State Apparatus Agency and Bulog), local gonernment and law enforcement entities (Police, AGO, and Coruption Eradication Commission).
